A model that is not anchored to objects will hallucinate politely. That is fine in a chat window. It is not fine on a line, a ward, or a front.
Ontology here means the things the institution already acts on, named once: locations, assets, orders, people, constraints. Relationships are first-class. When an agent proposes a move, it proposes a change to those objects — not a paragraph.
